37th Constitutional President of Peru. He served from August 10, 1890 to April 1, 1894. Prior to becoming president, he was a popular career military officer reaching the rank of general and propelling him into national politics. In 1867 he represented his native region in parliament. He then served as First Vice President of Peru from June 3, 1886 to August 10, 1890. He is best remembered for an economic recovery, thanks to the expansion of agriculture and livestock, and the arrival of the railway to La Oroya. In international affairs, he had to face border and other conflicts with Ecuador, Chile and Colombia. He signed the García-Merrera Treaty in 1894 with Ecuador and led the negotiations with Chile. He became seriously ill just weeks after completing his presidential term. His sudden death caused a great political and social crisis in Peru, triggering a civil war, known as the Civil Revolution of 1894 to 1895.
