23rd President of Peru. He serve from September 8, 1903 to May 7, 1904. Prior to becoming president, he obtained a law degree he worked for the local newspaper. After a coup against the incumbent president, he took a short respite to Europe. On his return to Peru, he became one of the founding members of the Civilista Party being the first organized political party in Peru. It was also the first one to be composed primarily of civilians. After the War of the Pacific ended, he was elected to the Senate and becoming president 1888, 1890, 1892, 1897 and 1901. He is best remembered for promulgating a bold array of initiatives and reforms including formulation of a real budget, the reform of the High Court of Accounts, the adoption of an organized customs system, the harmony between the State and the Church, the professionalization of diplomacy, the modernization of the Army and the Navy, the reform of the police, and the exclusive use of the law to combat revolutions. However, soon after being elected he became ill and died in office.
