President of Peru. He served from 27 February 1823 to 17 February 1824. Prior to becoming president, he reached the rank of colonel of the army and, being elected deputy to the Cortes of Cádiz, resided in Spain between 1813 and 1817. On his return to Peru, he was made a brigadier and appointed inspector of the army. He was then made Governor of Trujillo. On 26 July 1822 he was appointed provisional president and soon was elected by the congress as president. With the uprising in the castles of the Real Felipe of the Pebble in February 1824, the congress stripped him of power in favor of Bolivar. Fearing Bolivar for his alleged involvement in the uprising, he held up in the Real Felipe del Callao Fortress where he and his family soon died of starvation and disease. He is best remembered for reinstating the Congress that had been dissolved by his predecessor and for promulgating the liberal Constitution of 1823.
