Statesman, President of El Salvador. He served from 1 March 1911 to 9 February 1913. Prior to becoming president he studied medicine at the University of El Salvador. He obtained a doctorate in 1891 at the age of 26. He then went to Europe to continue his studies specializing in surgery. Returning to El Salvador he became Mayor of San Salvador serving from 1880 to 1889. He then became vice-president of the republic in the administration of General Fernando Figueroa serving from 1907 to 1911. He became a candidate for president in 1910 with the support of the incumbent president. He was made president. He is best remembered for his support and and increased funding of the army. In 1912 he founded the National Guard as a rural police force for the country. He reorganized the national judicial system establishing offices of Justices of the Peace in all of the country's municipalities to ensure the rule of law. A ministry of agriculture was created to promote the coffee production. In 1911 the National Theater was built in San Salvador. While attending a concert in the San Salvador Bolivar Park he was attacked and severely wounded by three farmers with machetes. He died from his wounds five days later. The attackers were executed after a military trial.
