30th President of Paraguay. He served on two separate occasions. First, from April 12, 1923 to March 17, 1924 and second, from August 15. 1924 to 15 August 1928. Prior to becoming president he attended local schools. He earned a baccalaureate degree and became a classifier of official documents in the National Archives. He then joined the faculty of law and social sciences at the National College Asuncion. In 1905 he earned his doctorate degree in law and social science while teaching mathematics in secondary schools. He served as the first judge in the civil administration of justice. He had also served as prosecutor of crime in 1907. He began his political career by running for deputy and was elected to parliament from the Liberal Party in 1908. He was elected President of the ‎Paraguayan Chamber of Deputies in April 1910. After a political conflict in 1911, he went to Europe to continue his studies returning in 1920. He became minister of finance. The incumbent president resigned and he was appointed provisional president by parliament. He was then elected to the office in 1924. He is best remembered for promoting laws on the establishment, development and conservation of small agricultural properties. He also had laws enacted on accidents at work and other laws related to pensions and retirement. He died from a mortal wound involving a crime of passion.
