Paul was the son of Wallace H. Little Sr. and Mildred E. (Cuny) Little. He attended Oglala Community High School in Pine Ridge, graduating in 1957. He spent one year at North Dakota State University before dropping out to join his brothers on the rodeo circuit, where they rode bucking horses from coast to coast and even in Brussels, Belgium. Paul transported broncs to rodeos, and was a saddle bronc rider until a truck accident sidelined him.

In the 1960s, Paul met his first wife while living in California. He later moved to Arizona and had three daughters. In 1975, Paul moved back to Pine Ridge and met his second wife, Elizabeth. They had one daughter and two sons, as well as two Hunka daughters.

Paul did many things in his life, including working at Disneyland with his family members while living in Los Angeles. In later years, Paul served as Oglala Sioux Tribal Council Representative from Oglala District, and as Chairman of the Oglala Sioux Tribal Council Land Committee as well as other tribal standing committees. He served as Director of the Oglala Sioux Water Supply System, and was awarded the prestigious Citizens Participation Award by the Bureau of Reclamation for his many contributions to the Mni Wiconi Project, both as DIrector of the OSRWSS and as a council representative. In 2006, during the Fire Thunder Administration, Paul served on the Tribal Economic and Business Development Committee. He was instrumental in securing funding for the Prairie Wind Casino and Hotel.

Paul was an active member of Our Lady of the Sioux Catholic Church. He served many callings and lead many services. He and his wife Liz spent two years as caretakers for the Church. After the 1999 tornado, they were part of the redesign group for the new church.

At the time of his journey, Paul was survived by his wife, four siblings, five children, two adopted children, and a number of grandchildren, great-grandchildren, nieces, and nephews. He was preceded in death by his parents; siblings Orville, Nadine Rendon, Edsel Little Sky, Adele Benson, Bill Kills Enemy, Richard, John, Jimmy, Don, Wallace Jr., Bobby, John, Lorraine Peil, and LaVonne Elaine; and one daughter, Paula Jo.

Paul was served with love, honor, and respect by family and friends acting as Pallbearers and Honorary Pallbearers.
