Early pioneer of Oak Highlands as Happy Valley was originally known.

John Rufus Lowe was another pioneer settler. He acquired 640 acres and is described as a farmer in the 1885 Shasta county business directory. He was, however, reported to be an engineer in his past. He was born in Maryland but started making his way West as a young man.
At the age of 25, he married Helen Genette Root in Laporte County, Indiana. By 1866, they were living in Solano County, California, by 1880, they had migrated north to Cacheville, Yolo County, and by 1882 they were in Happy Valley, Shasta County where they remained until , J R died at the age of 64.
J R is one of the first burials in the Happy Valley Cemetery.He and wife Helen had only one daughter, Effie Genette , who married Thomas Jefferson Montgomery, Sept 1887, shortly after her father died.

Without J.R. by her side, Helen moved to San Fernando and died there in 1908.
Family history says that J.R. had one of the first Olive ranches in California. J.R. was well known in the area , maybe due to the fact he also had a large vineyard.
