Liberian Statesman. He served as the 18th President of Liberia from December 3, 1930 to January 3, 1944. He was educated in Liberia and earned his B.A (1903), M.A. and L.L.D. from Liberia College. He later went first into teaching, and then entered government service. From 1920 to 1930, he held the office of secretary of state during the presidency of Charles D.B. King. When both King and his vice president Allen Yancy resigned due to scandal, he became president. In 1931, he was elected in own right for the first time and went on to serve until 1944, when he stepped down. During his tenure, he was described as a president that was in control of the government and involved in many of its operations. He later ran against his successor William Tubman in 1955, but was not successful in the election.
