He was elected to the Japanese House of Councillors in 1986 and became Chief Cabinet Secretary in 1999 under Prime Minister Keizō Obuchi. In April 2000, Prime Minister Obuchi suffered a stroke and fell into a coma. Aoki assumed the role of acting Prime Minister and, to ensure a swift succession, met with other leaders from his political party, the Liberal Democratic Party. They agreed that Yoshirō Mori would become the next Prime Minister.
