Liberian President. He served as the 3rd President of Liberia from 1864 to 1868. Born in Baltimore County, Maryland, United States, his father was a farmer and ex-slave who acquired his freedom one year before Warner was born. He emigrated from Baltimore to Liberia with eight other relatives on the ship Oswego in 1823. He served as the Secretary of State from 1854 to 1856 in the cabinet of Joseph Jenkins Roberts and the 5th Vice President of Liberia under President Stephen Allen Benson from 1860 to 1864. During his presidency, Warner encouraged the immigration of freed slaves to Liberia. His solicitation of migrants extended to the West Indies, where several Liberian settlers originated. In 1865, the nation welcomed the first batch of 346 freed slaves from Barbados. He promoted commerce with the British Isles and Western Europe. The Port of Entry Law was passed to ensure Liberia benefited from customs and revenues from foreign traders. He was also concerned with the government's relationship with indigenous people, especially those in the interior of the country. He organized the first settler expedition into the interior, led by Benjamin J. K. Anderson. The expedition resulted in the signing of a treaty between the Americo-Liberian government and the community of Moussadou in today's Guinea. He wrote the lyrics to "All Hail, Liberia, Hail!," Liberia's national anthem.
