Osage Chief. He was voted principal chief on June 1, 1908 and served until his death in 1915. The 1908 election was the first held after the 1906 Osage Allotment Act created the tribal council as the governing body and mandated that it be headed by a principal chief. Prior to that, he was chief of the William Penn Band of the Tribe. He was a respected leader of his people and a negotiator who fought and delayed allotment of the reservation even after the 1893 amendment of the Dawes Act ended the Osage's exemption from allotment. He was a party to the negotiations in Washington, DC which resulted in the 1906 Osage Allotment Act. The Act provided for distribution of the reservation land to tribal members. The negotiated settlement provided for distribution of only the surface land and not the mineral rights. By fighting for and insisting on retention of communal ownership of mineral rights, he was one of the ones credited with making the Osage the wealthiest of all tribes.
