In 1865-1866 the City opened the Philadelphia Municipal Hospital for Contagious Disease at 22nd Street and Lehigh Avenue immediately adjacent to a City-owned Potter's Field. In 1903, the state legislature centralized Philadelphia's charity and health operations and placed such work under the aegis of the Department of Health and Charities. A new hospital was eventually opened at 2nd and Luzerne Streets in 1911.

Graves in at least a portion of these two cemeteries were exhumed by the City in 1908-9 and cremated on site.
