Statesman, 33rd and 39th President of Peru. He served his first term from 23 December 1879 to 28 November 1881 and his second term from 8 September 1895 to 8 September 1899. Prior to becoming president he studied theology and became a lawyer. He then devoted himself to business activities and journalism. Being a relative of the former president he was able to secure a government post as minister of finance serving from 1869 to 1871. He was ousted from Peru for conspiratorial activities but returned when war was declared with Chile. He rebelled against President Mariano Ignacio Prado and on 21 December 1879 a rebellion raised him to the position of supreme head of the Republic. Military defeats during the Pacific War led to his downfall in 1881 and he had to leave the country. He returned in 1895 when an insurrection deposed the incumbent president. He was elected to his second term as president after putting together a coalition. He is best remembered for his performance in his second term. He initiated a cycle of democratic stability that would last until 1919. The gold standard was established and compulsory military service was overseen. After leaving office he returned to Lima. His burial was one of the most massive remembered in Peru.
