Statesman, Prime Minister of Iran. A member of Iran's Democrat Party, he served as prime minister on two separate occasions. First, from 29 August 1916 to 5 June 1917 and second, from 8 August 1918 to 3 July 1920. Prior to becoming prime minister he was given the task of the financial administration of Iranian Azerbaijan at a young age. He then was elected as a founding member of the inaugural session of the first parliament of Iran in 1906 as deputy president of the Parliament. In the years of 1911–1915, he was the first foreign minister and later finance minister of Iran. He then became prime minister. He is best remembered for the Anglo-Persian Agreement with Britain. He was accused of bribery and his reputation ruined. He left Iran but returned in 1926 to become the financial officer under the Shah of Iran. He then became a member of parliament retiring from politics in 1928.
