Prime Minister of Iran. He served as prime minister of Iran five times between 1921 and 1952 as a member of Iran's Democrat Party. He served from 1921 to January 1922, from June of 1922 before going into exile in 1923, from January 1942 to 1943, from 1946 before going back in exile in 1947, and in 1952 for only four days. In 1952 Qavam was arrested, and an order was made for the confiscation of his property, but the order was cancelled in 1954. Prior to becoming prime minister, he advanced through the bureaucracy by entering the court of the Qājār monarch Moẓaffar al-Dīn Shah as a scribe in 1898. He rose to the position of minister of justice in 1909 and became minister of the interior the following year. He was then appointed governor of Khorasan Province in 1918. He then became involved in several political battles and became prime minister. He is best remembered for the 1942 Tripartite Treaty between Iran, Russia, and Great Britain.
