He fought in the Chaco War and was appointed the Army's Chief of Staff in 1936. He gained fame in Paraguay during the February Revolution of 1936. He was Minister of the Interior of Paraguay in 1939 and was made minister of war in May of1940. The incumbent president was killed in an airplane crash September 7, 1940, and he was appointed provisional president. Subsequently, he cancelled elections and ruled as a dictator. He was removed from power by a revolt of Colorado Party loyalists, and they sent him into exile in Argentina. He is best remembered for improving Housing and public health during his presidency.
